Simtropolis Forums is a SimCity 4 Fansite (As well as SimCity Societies and Cities XL), where many mods are available for download. This fansite is one of the largest Maxis communities in the world, and has a sister site: Sporeum. Over 250,000 members have so far registered, but surprisingly, only about 1 in 100 of them have posted. This website has an exchange where you can download the mods.
